SCRC Temporary Local Planning Instrument (TLPI)
Sunshine Coast Council has released the draft Temporary Local Planning Instrument (TLPI) for consultation until 12 November 2024. The TLPI amends the existing Development Control Plan for Kawana Waters (DCP). It has been prepared to facilitate additional residential supply and diversity in response to the housing crisis.
Notably, the proposed TLPI:
- Allows the maximum building height across the town centre to be increased from 10 storeys to 15 storeys, and up to three taller buildings of no more than 18 storeys
- Requires new residential developments to contribute to the supply of housing diversity and affordability
- Allows for hotel accommodation next to Sportsmans Parade to capitalise on the region’s tourism needs now, and as we prepare to co-host the Brisbane 2032 Olympic and Paralympic Games.
- Includes a green spine to enhance local open space, recreational and active transport opportunities.
The new TLPI seeks to increase residential densities in the town centre, albeit without increasing the overall Birtinya population, in a well located town centre which will have access to the future mass transit system.
Arguably the TLPI should go further to facilitate greater density and heights in the town centre supported by good subtropical design, open space and transport options. However, it represents a positive effort in seeking to shift policy settings to accommodate the expected population growth on the coast.
